The article passed after a speech from the Falmouth Town Manager.

Less than 7 business days after the Article 25 warrant closed prior to Falmouth Town Meeting the Massachusetts Clean Energy Center offered a complicated "new deal" on the wind turbines. The timing of the news release was suspect considering the Mass CEC offer involved $300,000.00 going into the wind turbine reserve account.

The Mass CEC offer to the Town of Falmouth was interpreted in several versions in the newspapers and local talk radio shows. Each with their own version and confusing.

The Town of Falmouth has offered NO public education on the 1.8 million dollar offer from the Mass Clean Energy Center. It was stated at the Falmouth Town Meeting that the Mass CEC has not sent documentation to the Town of Falmouth about the offer.

It was stated during the debate on an amendment to Article 25 last night that concerned citizens through emails and local news have misinterpreted the offer from the Massachusetts Clean Energy Center.

To date the Town of Falmouth has not provided any public education on the restructuring "new deal" on the wind turbines.

The deal has become another political mystery in the ongoing wind turbine fiasco.

Town of Falmouth : We have not received any documentation from the Massachusetts Clean Energy Center renegotiating the wind turbine agreements .

The turbines are breaking state regulatory noise regulations and have a Massachusetts Superior Court injunction against them. The turbines are making people sick and taking residential constitutional property rights.

Cape Cod Times:   "Tuesday night, town meeting approved putting $300,000 from the town's free cash into the reserve fund that cushions possible shortfalls in the town's wind turbine operating revenue. The two turbines are running at less than half capacity pursuant to a court order, which has left the reserve fund running drier than anticipated."   "Although the Massachusetts Clean Energy Center recently voted to offer up to $1.8 million in financial relief to the town in response to the turbines' reduced operation, Town Manager Julian Suso said the town has not received an agreement yet and that the decision was irrelevant to the article."
