"Phantom" Noise Violations

In 2012, MA DEP measured late-night noise at five residential locations and found that Wind1 caused a noise violation at one home, only during 1-4 AM.  A professional review of the DEP report reveals glaring flaws, including three noise "violations" when the turbines were OFF.  These phantom violations, which are significantly louder than anything measured with turbines ON, illustrate the flawed nature of DEP's new methodology, which was applied for the first time in the Falmouth study.
